Everyone has the right to speak at a National City public meeting, on any topic that interests the city. You may request an interpreter.

In general, people may speak for three minutes. If attendance is high, it may be less than three minutes.


  1. Find a pink speaker slip
  2. Choose a topic
    If your topic is on the agenda, write the number of the item on the "Agenda Item No." line. Optionally, you may want to specify your position (Support, Oppose, or Neutral).

    If your topic is not on the agenda, write a check mark ("✓") on the "Public Oral Communication" line.
  3. Write your name
    Write your first name on the "Name" line.
  4. Give the speaker slip to the clerk at the front of the room.
  5. Wait for your name to be called, then approach the microphone to speak.
